Using one's imagination - the stairs give the feeling of a stairway to nowhere but they actually lead to a highway overpass connecting the Promenade with Bay Ridge. It's so quiet here these days it feels like suspended animation. I suppose it has to do with people away this Fourth of July week and the hot weather. Good time to stay cool wherever you are.
